UN MEETING

In 2025, Artem Bezuhlyi, representing SE “National Institute for Development Infrastructure”, participated in the 120th session of the Working Party on Road Transport (SC.1) and the 39th session of the Group of Experts on the European Agreement concerning the Work of Crews of Vehicles Engaged in International Road Transport (AETR) of the Inland Transport Committee of the United Nations Economic Commission for Europe in Geneva, as part of the official delegation of the Ministry for Communities and Territories Development of Ukraine.

The Ukrainian delegation also included Mykyta Lahunin, Head of Ukrtransbezpeka, and Roman Symonenko, Acting Deputy Director of SE “State Road Transport Research Institute” (who has been chairing these sessions for more than 10 years).

Within the framework of the sessions, participants discussed the development of safe and resilient road infrastructure, explored prospects for the development of trans-European motorways, and shared practical experience in implementing road safety audits and inspections in accordance with Directive 2008/96/EC of the European Parliament of 19 November 2008 on road infrastructure safety management.

The sessions also focused on:
– strategic issues of horizontal and cross-sectoral policy regarding the implementation of international UN conventions and agreements in inland transport;
– development of intelligent transport systems;
– introduction of electronic consignment notes (e-CMR);
– implementation of smart tachographs and the TACHOnet system;
– facilitation of visa issuance for professional drivers, etc.

Importantly, thanks to the coordinated work of the Ukrainian delegation and the support of international partners, it was possible to prevent representatives of the Russian aggressor from advancing decisions that would have allowed circumvention of sanctions in the transport sector.
