Public Procurement

On January 16, 2025, Artem Bezuglyi, Director of SE «National Institute for Development Infrastructure», took part in the conference “Public Procurement for Integrity-Based Recovery: Challenges and Solutions”, organized by the EU Anti-Corruption Initiative for specialists of the Recovery and Infrastructure Development Services of Ukraine.

The conference brought together procurement specialists, partners, and experts in Kyiv to discuss how public procurement can become a tool for integrity-based recovery of Ukraine.

During the event, Artem Bezuglyi, Director of SE «National Institute for Development Infrastructure», highlighted practical aspects of monitoring prices for material resources and spoke about updates in the Methodology for determining the cost of road works and services.

The conference was organized by our partners, the EU Anti-Corruption Initiative (EUACI), and brought together specialists from the Agency and regional services, as well as experts from governmental and non-governmental institutions.

The event was opened by:
– Allan Pag Christensen, Head of EUACI, who emphasized the importance of transparent procurement mechanisms for Ukraine’s recovery;
– Yurii Sverba, Deputy Head of the Recovery Agency, who shared his vision on adapting to European standards;
– Nataliia Bihun, Deputy Minister of Economy of Ukraine, who stressed the importance of harmonizing legislation with EU directives.

The conference became a platform for experience exchange between procurement specialists of the Agency and Services, international partners, and experts. Participants received practical advice for improving procurement in recovery processes, had the opportunity to directly communicate with experts and with each other, and discussed challenges and possible solutions.

Tetiana Mishsta, Deputy Director of the Public Procurement Department of the Ministry of Economy of Ukraine, explained how new laws will facilitate the participation of international contractors and create fair competition.

Serhii Shvydenko, who currently heads the procurement department in the Agency, presented the model of the Central Procurement Organization (CPO), which is currently under development. Together with Serhii, Maksym Nefiodov discussed procurement centralization, explaining through the experience of various public institutions why procurement expertise in recovery should be centralized.

Vasyl Zadvorniy, Executive Director of the NGO “Technologies of Progress” and consultant to the EU Anti-Corruption Initiative, demonstrated the Monitoring and Risk Management System in the Agency’s procurement processes.

Krystyna Artemenko, expert of the EU Anti-Corruption Initiative, presented new approaches to price analysis and preparation of tender documentation. Her presentation generated many questions, highlighting the relevance of the topic.

Artem Bezuglyi, Director of SE «National Institute for Development Infrastructure», explained how the methodology for determining the cost of road works and services helps prevent corruption risks.

Yuliia Bibik, Head of the Department for Pricing in Construction and Road Maintenance at the Ministry for Communities and Territories Development of Ukraine, shared her experience with pricing methodologies and explained how these tools help ensure fair and transparent contracts in construction.

Iryna Korda presented case studies on dispute resolution in public procurement. Yevhen Kostenko shared experience regarding appeals in the Antimonopoly Committee of Ukraine.
