United Nations Economic Commission for Europe (UNECE)
From February 19 to 23, 2024, in Geneva, Artem Bezuglyi, Director of SE «National Institute for Development Infrastructure», as part of the official delegation of the Ministry for Communities, Territories and Infrastructure Development of Ukraine, took part in the 34th session of the Group of Experts on the European Agreement concerning the Work of Crews of Vehicles Engaged in International Road Transport, as well as the 86th session of the Inland Transport Committee of the United Nations Economic Commission for Europe (UNECE).
During the meetings, the Ukrainian delegation:
- defended the continuation of sanctions-related restrictions against the Russian Federation, under which Russian carriers are unable to carry out international road transport in many countries due to the absence of special driver cards for digital tachographs (devices that record driving and rest times to ensure compliance with work–rest regulations);
- discussed strategic issues of horizontal and cross-sectoral policy regarding the implementation of UN international conventions and agreements within inland transport, emerging challenges and trends in different regions, development of intelligent transport systems, road safety, transport of dangerous goods, facilitation of border crossing procedures, intermodal transport and logistics, inland waterways transport, transport statistics, as well as activities related to the Trans-European Road Network and Railway Network projects;
- participated in the high-level policy segment on transport, involving ministries from various countries under the theme: “Taking ambitious climate action – towards decarbonizing inland transport by 2050”;
- noted that the Ukrainian representative, Roman Symonenko, Deputy Head of the Bureau of the UNECE Inland Transport Committee, was once again re-elected to his position.
The most important outcome of participation in the UNECE Inland Transport Committee sessions was that the Ukrainian ministerial delegation, with the support of European partners, successfully blocked attempts by the Russian Federation to introduce amendments to the European Agreement concerning the Work of Crews of Vehicles Engaged in International Road Transport and related UNECE ITC decisions that could have allowed the circumvention of international sanctions.
