Seminar on Infrastructure Recovery and Development

From January 16 to 19, 2024, SE “DerzhdorNDI” together with the State Agency for Restoration and Infrastructure Development of Ukraine held a scientific and practical seminar “CURRENT ISSUES OF INFRASTRUCTURE RECOVERY AND DEVELOPMENT: regulatory framework, pricing, and procurement”.

Over four days, 150 specialists participated in person in Ivano-Frankivsk, and more than 250 participants joined online from across Ukraine, improving their qualifications through plenary sessions and five thematic sections.

The event brought together:

– heads and/or deputy heads of Recovery and Infrastructure Development Services in the regions;
– responsible specialists in legal, cost estimation, and procurement issues from the Recovery Services;
– representatives of regional state administrations and state-owned enterprises acting as road asset managers for local public roads;
– specialists from contracting, design, and expert organizations, subsidiary enterprises of JSC “State Joint-Stock Company “Automobile Roads of Ukraine”, and other interested institutions and enterprises.

The seminar focused on:

– current legal issues in infrastructure recovery and development;
– regulatory framework for urban development activities;
– public procurement procedures under martial law;
– cost estimation procedures in civil construction using Ukrainian cost estimating standards;
– regulatory and methodological aspects of road works and road services pricing;
– approaches to analysis of material resource prices;
– international construction measurement system CESMM;
– regulatory support for construction, routine repair, and maintenance of public roads;
– digitalization in construction and implementation of BIM technologies.

As a result of the event, participants developed a package of proposals aimed at addressing key challenges and improving regulatory frameworks for infrastructure recovery and development processes.

We sincerely thank all speakers for their engaging practical lectures and all participants for their active involvement, relevant discussions, and the great experience of this large-scale event.
