Seminar on Pricing and Procurement

From July 31 to August 2, 2024, SE «National Institute for Development Infrastructure», together with the State Agency for Restoration and Infrastructure Development of Ukraine, held a scientific and practical seminar “Pricing and Procurement in Construction: Modern Practices and Approaches”.

The seminar focused on changes and updates in the Cost Estimating Standards for construction pricing, the Methodology for determining the cost of road works and services, and regulatory and legal acts on public procurement.

During the event, a wide range of topics was discussed:

– implementation of “design–build” contracts;
– specifics of public procurement procedures;
– use of international measurement systems;
– updates to Ukrainian resource element cost estimating norms;
– digitalization in construction and implementation of BIM technologies;
– features of using the Price Database for material resources, etc.

It is important that within the professional community of cost estimators and procurement specialists from all over Ukraine, we are developing a package of proposals for the Cost Estimating Standards of Ukraine for construction pricing, as well as the Rules and Methodology for determining the cost of road works and services.

We discussed innovations in public procurement and approaches to determining the estimated value of works and services, analyzed procurement appeal practices in the Antimonopoly Committee of Ukraine, and reviewed amendments to the Methodology for determining the volume of financing for construction, reconstruction, repair, and maintenance of public roads.

The most valuable outcome of the event was not only the knowledge gained by all participants, but also the jointly developed proposals for addressing problematic issues in construction pricing and procurement.

We thank all speakers for their engaging practical lectures and all seminar participants for their active involvement, relevant questions, and the great experience gained during the seminar.
