2025 YEAR SUMMARY
The year 2025 is coming to an end — another difficult year for every Ukrainian as the full-scale war against Russian occupiers and terrorists continues.
First and foremost, we THANK our brave and heroic defenders in the Armed Forces of Ukraine, who protect each of us at the cost of their own health and lives.
We THANK all our friends, colleagues, and partners for their support and cooperation, for their hard work and dedication, and for their contribution to preserving scientific potential.
Through joint efforts, we have achieved significant results:
We continued to maintain leadership in Ukraine in the inspection of transport structures: in 2025 alone, our team inspected 231 bridges.
For the first time in our 99-year history, we received an unprecedented amount of international technical assistance from the Japan International Cooperation Agency (JICA):
– 2 high-precision monitoring total stations TOPCON MS1AXII;
– 8 GNSS receivers TOPCON HiPer HR;
– 1 set of equipment for dynamic bridge testing with recorder KYOWA EDX-200A-4H;
– digital ultrasonic flaw detectors OLYMPUS EPOCH 650;
– 3 digital electronic levels TOPCON DL-502 with 360-degree prisms ATP2 and fiberglass 5 m rods BGS50;
– 4 electric core drills Hilti with Matari mobile generators;
– 6 new Toyota vehicles for bridge and road inspections.
We successfully passed the state certification of the scientific institution in the field of scientific (scientific and technical) activity in engineering and technology, being classified in Group B, and ranked 1st by the consolidated certification score of the Ministry of Education and Science of Ukraine among enterprises under the Ministry for Communities and Territories Development of Ukraine and the State Agency for Restoration and Infrastructure Development of Ukraine.
We established and ensured the operation of 5 Expert Councils at our Institute in the following areas:
– construction of water supply, wastewater, and treatment systems;
– restoration and development of road infrastructure;
– restoration and development of energy infrastructure, renewable energy sources, energy efficiency and energy saving;
– restoration and development of residential buildings, social and transport infrastructure;
– digital development, digital transformation, and digitalization.
We updated construction norms and national standards for roads and bridges, including:
– DBN V.2.3-22:2025 Bridges and Pipes. Basic Design Requirements, effective from January 1, 2026;
– DSTU 4092:2024 Road Traffic Safety. Traffic Lights. General Technical Conditions, effective from May 1, 2025;
– DSTU 8747:2025 Public Roads. Types and Lists of Repair and Maintenance Works, effective from October 1, 2025;
– DSTU 9332-1 + 9332-2 + 9332-3:2025 Geoinformation System of Public Roads, effective from December 1, 2025.
We carried out unscheduled road safety inspections at 70 locations, conducted safety audits on 3 sites, and inspected more than 1,300 km of longitudinal road markings and about 800 transverse marking sites.
2025 became a real breakthrough year in our international activities:
– active participation in working groups of the World Road Association;
– participation of our experts in training sessions in Japan, followed by practical demonstrations by Japanese colleagues in Ukraine;
– organization and participation in BIM training with British colleagues;
– first English-language lectures at a summer school in Italy;
– lectures within the EMPOWER Ukraine project (3 cohorts) with colleagues from the University of Birmingham;
– professional internship in Italy on bridge monitoring systems;
– active participation in UN Inland Transport Committee meetings, representing Ukraine internationally;
– participation in the DBP 2025 international conference on digital building permits.
We developed new areas of work:
– geodetic surveying and diagnostics of road conditions with data collection for HDM-4;
– design of protection for complex landslide areas in Lviv region;
– development of resource-based cost norms for critical infrastructure protection works and metro construction.
We were among the first state enterprises to enter information into the State Register of Property Rights and successfully registered ALL real estate assets of the enterprise.
The Product Certification Body of SE “National Institute for Infrastructure Development” successfully completed accreditation by the National Accreditation Agency of Ukraine, confirming its competence in construction products, textile products, electrical lighting equipment, and chemical substances and products.
We developed staff competencies:
– organized 7 nationwide scientific and practical events;
– conducted training and certification of responsible construction executors;
– held a scientific marathon with nearly 200 young researchers from across Ukraine, including publication of abstracts;
– launched the video contest “YOU CAN’T REWIND LIFE” within the 8th UN Global Road Safety Week.
We began practical steps in digitalization and cybersecurity improvement:
– installed a professional FortiGate firewall to control network traffic and protect workstations from unauthorized access;
– purchased and started installation of a powerful modern server, which together with FortiGate will enable secure remote work via internet connection next year.
We once again confirmed our ability to work and support the Armed Forces of Ukraine, as in 2025 alone:
– over 40 million UAH in taxes were paid to all levels of budgets;
– 2.8 million UAH were allocated for salaries, financial assistance, and incentives for employees serving in the Armed Forces of Ukraine.
