4th Ukraine Reconstruction Forum

On 24 October 2025, the 4th Ukraine Reconstruction Forum PAIT “Integration – Economy – Partnership” was held in Lviv. The event was organized by the Polish Investment and Trade Agency, the Ministry of Development and Technology of Poland, and the Council for Cooperation with Ukraine, under the strategic partnership of the Confederation of Builders of Ukraine.

The Director of SE “National Institute for Development Infrastructure” Artem Bezuglyi joined the event online and presented the Institute team’s vision for the future strategic development of road infrastructure.

Our vision is the connection of all regional centers and border crossing points with European Union countries through Category I highways (at least two traffic lanes in each direction). On such roads, it is proposed to prohibit left-offset turns and at-grade pedestrian crossings, construct bypasses of settlements, and provide pedestrian crossings and interchanges exclusively at different levels.

The Forum brought together more than 200 representatives of the Governments of Ukraine and Poland, businesses, international financial institutions, investment funds, and regions, who discussed opportunities for attracting private capital and creating new cooperation mechanisms.

It is hoped that the Forum will contribute to building a long-term cooperation model between Ukraine and Poland in the process of post-war reconstruction, infrastructure modernization, and the development of sustainable investment projects.
