CHANGES TO THE PRICING METHODOLOGY

The Ministry of Community Development, Territories, and Infrastructure of Ukraine has introduced changes to the Methodology for determining the cost of road works and services, specifically regarding the pricing of new construction, reconstruction, repairs, and maintenance of public roads.

These changes are already in effect and have been published on the Ministry's website at the following link:

**Key changes to the Methodology include:**

1. The ability to apply estimated standards in determining direct costs when preparing investor cost estimates, in cases where resource cost calculations for specific types of road work and services are not available.

2. Enhanced requirements for the pricing database:

   - A sample list of material resources is provided;
   - Methodological approaches to price averaging are outlined;
   - It is mandatory to separately identify the transportation component in the current price of material resources.

3. Allowing the customer, when preparing investor cost estimates, to accept current prices for material resources no higher than the average prices in the region (oblast), meaning prices can be lower than the average.

4. Improved approaches to determining the cost of technical supervision and consultant engineer services at the stages of contract pricing and mutual settlements:

   - Two alternative payment methods are provided (payment for services proportional to the cost of road works and services actually performed during the reporting period, or payment based on the cost of one day of service provision, as determined in the contract price separately for each stage, based on the acceptance certificates of services rendered).

5. Refined methodological approaches to calculating the amount of funds to cover additional costs associated with inflationary processes:

   - Detailed requirements for compiling the list of key material resources, which is an integral part of the contract (the number of key material resources should not exceed 10 positions, and the sum of the weight coefficients of material resources should not be less than 0.8; in certain cases, the use of other information sources besides the pricing database is allowed);
   - A form for a comparative statement to determine compensation for additional costs related to inflationary processes is provided.

6. Contractors are required to provide the customer with a breakdown of the aggregated cost indicator by components.

7. The possibility of revising the contract price and conducting mutual settlements in accordance with the terms of the contract is provided.

8. The form of the contract price and the acceptance certificate of completed road works and/or provided services has been improved by adding a "code number" position, which will allow for the full application of the international CESMM measurement system.

9. The approach to determining the cost of performing additional work/providing additional services and/or additional volumes of road works and services has been clarified, specifying that profit and administrative costs are included in the cost components.
