Procurement in the road sector. Features of forming contract prices for road works

On 16–17 June 2021, a scientific and practical seminar “Procurement in the road sector. Features of forming contract prices for road works” was held in Lviv.

More than 250 specialists from all over Ukraine responsible for public procurement and pricing took part in the event, working both in the hall and online.

The introduction of the Methodology on the specifics of procurement in the road sector has undoubtedly significantly facilitated the work of procurement specialists.

During the seminar, the relevance of updating the Tender Methodology was discussed in terms of:

  • expanding the scope of the Methodology to include routine and medium repairs and maintenance, as well as specific works and services (design, technical supervision, scientific and technical support, consulting engineer services);
  • establishing a clear mechanism for the use and application of non-price criteria;
  • full launch of an open portal for certified products and certified production facilities;
  • regulatory framework for the application of advanced “Design & Build” contract models.

A number of other important and relevant issues were also discussed during the event:

  • innovations in the draft procedure for applying cost norms and pricing standards when determining construction costs;
  • specifics of procurement carried out by the Authorized Procurement Officer of the client;
  • appeal of tender procedures and monitoring of decisions of the State Audit Service of Ukraine;
  • specifics of procurement under the “Design & Build” scheme;
  • procurement of additional works, etc.
