UKRAINE 30. INFRASTRUCTURE

Today, the Director of SE “DerzhdorNDI”, Artem Bezuglyi, was a speaker at the All-Ukrainian Forum “Ukraine 30. Infrastructure” within the special session “Road sector reforms”.

In his presentation, the Head of the Institute outlined the key innovations in the road sector:

  • transition to medium-term planning — launch, within the “Great Construction” program, of the Bridge Rehabilitation Program and the Cement Concrete Road Construction Program;
  • updating the regulatory framework in line with EU requirements;
  • improving design quality through the review of current medium repair projects in Section V;
  • introducing equal rules for all market participants through the tender methodology;
  • improving quality control of works through the involvement of independent technical supervision;
  • moving away from the post-Soviet pricing system by introducing fixed contract prices based on aggregated cost indicators.

In the near future, it is important to focus on implementing pricing system reform and updating the Tender Methodology, taking into account already developed practices. In addition, attention should be given to improving the qualification level of specialists in the sector by creating strong training centers.
