Today, at the age of 89, a distinguished specialist in the road industry, Anatolii Andriiovych Rybalchenko, has passed away.
Anatolii Andriiovych was a true legend in the road sector. From 1994 to 2001, he served as Director of our Institute—then known as DerzhshliakhNDI.
He went through a challenging career path, rising from engineering and technical positions in the regional road system to becoming the First Deputy Minister of Construction and Operation of Highways of Ukraine. In this role, he shaped the policy and strategy for the development of Ukraine’s road infrastructure during the crucial years of building the country’s main highway network. In March 1990, he was elected as a People’s Deputy of Ukraine. His signature appears on the Constitution of Ukraine and other foundational documents of our state. Rybalchenko actively worked in the Verkhovna Rada Committee on Construction, Architecture, and Housing and Communal Services, where he was an initiator and co-author of many legislative acts, including the law on sources of financing for the road sector, as well as rules for the use and protection of highways.
Anatolii Andriiovych also engaged in scientific work, defending a PhD dissertation on the topic: “Organization of Traffic Safety in the Ministry of Road Construction of the Ukrainian SSR.” He was elected an academician of the Transport Academy of Ukraine and published numerous scientific articles on traffic safety, roadwork quality, and road sector management structure. He was always deeply involved in improving qualifications and training personnel at Ukrainian universities, prioritizing education and science.
In 2019, during a ceremonial meeting of the Institute’s team, Rybalchenko was honored with the Institute’s Badge of Distinction for his significant personal contribution to the development of road science.
His professional approach, wise and thoughtful decisions have left a lasting legacy in the road industry—one we continue to rely on and build upon today. We will dearly miss his professional insight, remarkable life energy, and resolute spirit.
The team of the State Enterprise "National Institute for Infrastructure Development" expresses its heartfelt condolences to his wife Svitlana Oleksandrivna, daughter Olha Voinalovych, son Serhii Rybalchenko, daughter-in-law Tetiana Rybalchenko, and to all his family and loved ones for this irreplaceable loss.
