Pricing methodology

On 14 October 2022, the team of SE "DerzhdorNDI" held a public presentation of the key aspects of the pricing reform in the road sector as part of another episode of the Road Innovation Platform via Zoom.

The Ministry of Infrastructure of Ukraine approved the Rules and Methodology in accordance with the requirements of the Law of Ukraine dated 16.11.2021 No. 1881-IX “On Amendments to Certain Laws of Ukraine Regarding the Transfer of Powers for Regulatory Pricing in the Field of Construction of Public Roads”:

  • Rules for determining the cost of construction, reconstruction, repair, and maintenance of public roads (Order of the MIU dated 02.05.2022 No. 273)
  • Methodology for determining the cost of road works and services for defining the cost of new construction, reconstruction, repair, and maintenance of public roads (Order of the MIU dated 07.10.2022 No. 753), which enters into force on 17 October 2022.

The event was attended by 260 cost estimation specialists from regional road services, regional state administrations, local road agencies, contracting organizations, design, expert, and engineering companies.

The main innovations of the road sector pricing system are:

  • the possibility of forming contract prices and carrying out settlements using internationally recognized reporting formats, in particular through the use of a lump-sum cost indicator for works
  • a new approach to the classification of road works and services
  • the introduction of mandatory preparation of the Bill of Quantities (BoQ)
  • improvement of price monitoring systems through the use of different information sources, including price databases
  • an innovative and objective approach to calculating funds for risk and inflation coverage.
