Cost estimating and pricing in the road sector
On 1–3 December 2021, a scientific and practical seminar “Cost estimating and pricing in the road sector” was held in Ivano-Frankivsk.
On 1–3 December 2021, a scientific and practical seminar “Cost estimating and pricing in the road sector” was held in Ivano-Frankivsk, organized by Ukravtodor and SE “DerzhdorNDI”.
The seminar set several records at once: more than 17 hours on air, at least 200 participants in Zoom, and 100 participants in the hall each day.
Such high interest was driven by recent changes in construction pricing, which provide for significant simplification of contract price formation and the possibility of settlements for completed works using internationally recognized reporting formats.
On the first day, the seminar addressed current issues of determining the cost of design, survey works, scientific and technical support, and other related services.
On the second day, the following topics were discussed:
- practical aspects of implementing new regulatory documents;
- specifics of contractual relations in construction;
- issues of material price monitoring;
- a master class on working with modern software for construction cost estimation.
Special attention was given to the application of international pricing standards, in particular the preparation of bills of quantities according to CESMM4.
On the third day, experts from SE “DerzhdorNDI” and other speakers provided comprehensive answers to participants’ questions regarding cost estimating in the road sector.
One of the key innovations highlighted by stakeholders was the aggregated unit cost approach. In the near future, market participants are expected to benefit from:
- formation of a fixed contract price using aggregated cost indicators;
- use of internationally recognized reporting formats for publicly funded construction projects;
- preparation of bills of quantities according to international measurement systems, including CESMM4;
- automatic recalculation of design and survey costs using three methods.
It is expected that the introduction of the new pricing system will ensure more efficient development of the road sector.
