“Roads of the Future”
On 2 November 2021, the Director of SE “DerzhdorNDI”, Artem Bezuglyi, moderated the panels “Drivers of the Great Construction”, “Construction Quality – Reliability of Highways”, and “Innovations in the Road Sector”, and also presented the algorithm and tools for implementing innovations in the road sector at the International Congress “ROADS OF THE FUTURE”.
It is clear that such high rates of road construction would not be possible without innovations, and our team at SE “DerzhdorNDI” consistently supports their implementation. The latest legislative and regulatory changes demonstrate that our Institute is a true leader in driving reforms in the road sector.
Last year, with the active professional support of the Institute’s specialists, the Tender Methodology was developed, the Road Development Program for 2021–2022 was updated, and the National Bridge Rehabilitation Program and the Program for Construction of Cement-Concrete Pavements were prepared.
The Ministry for Communities and Territories Development recently approved the Guidelines for determining construction costs and design and survey works, developed by our team, which are in fact revolutionary for the pricing system in construction as they incorporate best international practices.
In particular, these documents provide for:
- the introduction of fixed contract prices based on aggregated cost indicators;
- the use of internationally recognized reporting formats for publicly funded construction projects;
- the preparation of bills of quantities using international measurement systems, such as CESMM4.
From next year, Amendment No. 2 to DBN V.2.3-4 will come into force, including:
- pedestrian overpasses at category II roads with heavy pedestrian flows (over 200 pedestrians/hour during peak time);
- fixed lighting on international category I roads with traffic intensity over 30,000 vehicles/day;
- prohibition of indirect left turns where projected traffic exceeds 20,000 vehicles/day;
- requirements for planning and designing cycling infrastructure, as well as ensuring accessibility for persons with disabilities and other low-mobility groups;
- updated requirements for minimum thickness of flexible pavement layers.
Since 1 November 2021, the new DSTU 4100:2021 “Road Safety. Road Signs. General Technical Requirements. Rules of Application” has been in force, incorporating best international practices.
