MEETING WITH THE MINISTER OF EDUCATION AND SCIENCE OF UKRAINE

Artem Bezuglyi, Director of "DerzhdorNDI" SE together with Slawomir Nowak, Head of Ukravtodor, had a meeting with Lilia Grynevych, Minister of Education and Science of Ukraine to discuss the problematic issues related to training the specialists for road sector.

In connection with the implementation of two fundamental reforms in the road sector - the creation of the State Road Fund and Decentralization - a significant increase in financing of roads had been noted in the recent years. Accordingly, the intensification of repair and construction works on highways contributed to the increase in the road specialists need.

However, the number of those who want to master the profession of a road worker is constantly decreasing year by year, in particular, according to the information of the National Transport University and Kharkiv National Road University, as compared with 2011, the number of students of the corresponding profile Departments of Transport Construction had been decreased in two - three times.

The main reason of such situation is the general waning of technical specialties prestige among the graduates of schools. Decrease in the recruitment was also due to the fact that recruitment of students was carried out in recent years not by roads and bridges professional direction, but by Specialty 192 "Construction and Civil Engineering". Uniting the separate construction specialties into one specialty in 2015 did not bring positive changes and benefits for the  road sector.

Therefore, the Minister was appealed with the following:

• Reestablishing the target recruitment by a specific educational program "Transport Construction and Civil Engineering";

• Introducing the regional order of specialists on the basis of a close competition;

• Extension of competitive subjects list for admission by specific adding of the subject - Geography within educational programs mentioned above within the Specialty 192 "Construction and Civil Engineering";

• Contribution to the Amendments to the Decree of the Cabinet of Ministers of Ukraine dated December 28, 2016, No. 1047 "On the Amount of Scholarships in State and Municipal Educational Institutions, Scientific and  Research Institutions" in order to include the Specialty 192 "Construction and Civil Engineering" into "List of Specialties (Specializations) for which an Increased Amount of Scholarships Is Established " was approved by this Resolution.

Lilia Grynevych, the Minister of Education and Science, from her side proposed to introduce a dual educational program in the road sector which will provide the bridge between the theory and practice, education and production and improve the quality of training of skilled personnel taking into account the requirements of employers.

It was also proposed on a legislative level to resolve the issue of deducting a certain percentage from the Road Fund for the preparation of the required number of specialists per year.
