MEETING WITH BECHTEL

Today, October 26, 2021, a working meeting of M.P. Shulgin State Road Research Institute team with the representatives of Bechtel Corporation and “Ukrdorinvest” State Enterprise had been held. During the meeting the issues of state and prospects of road industry development were discussed.

Representatives of Bechtel Corporation had a number of questions regarding the following:

 

• possibility of applying in Ukraine the methodology of measurement in civil engineering CESMM (Civil Engineering Standard Method of Measurement), which has proven itself for 43 years as a standard for the preparation of estimates in construction (constantly updated with modern construction methods and used in various forms of contract documents , including NEC, FIDIC and ICC, which had ensured successful use of CESMM on the construction projects all over the world). As you know, in Ukraine, such methodology is currently used only on the projects funded by MFIs and implemented under FIDIC rules.

• formation of the lists of scope of works and specifications, which are the integral part of these forms of contracts (in the context of the specification, Ukrainian legislation requires the introduction of standards and requirements for technical specifications, other documents relating to procurement procedures in accordance with Article 42 of Directive 2014/24 / EU);

• existing barriers for entry of foreign contractors into the Ukrainian construction market and attraction of funds from international creditors under EPC + F contracts;

• changes in the methodology of tender documents forming for the implementation of the best world industry practices;

• state standards in the road industry, and the possibility of European standards use;

• scientifically and economically based application of new technologies in road construction.
