UN MEETING
From October 16 to 19, Artem Bezuglyi, Director of the State Enterprise “DerzhdorNDI”, participated in the 118th session of the Working Party on Road Transport (SC.1) of the United Nations Economic Commission for Europe in Geneva as part of the official delegation of the Ministry of Infrastructure of Ukraine.
During the session, under the agenda item “Safe and Sustainable Road Infrastructure,” Artem Bezuglyi presented Ukraine’s practical experience in implementing road safety audits and road safety inspections to the delegates. In Ukraine, these procedures were developed in accordance with the requirements of Directive 2008/96/EC of the European Parliament of 19 November 2008 on Road Infrastructure Safety Management and have been applied since 2020, helping to reduce road accident rates and the number of traffic accident casualties.
The State Enterprise “DerzhdorNDI” actively participates in the development of construction standards and regulatory documents. As a result, many innovations in the field of road safety have been introduced in Ukraine, including:
– the use of pedestrian refuge islands to improve pedestrian safety at crossings;
– the implementation of modern traffic-calming measures, such as chokers and raised pedestrian crossings;
– aligning technical requirements for road signs with European practice;
– preventing road accidents through the use of longitudinal rumble strips to alert drivers who may fall asleep at the wheel;
– improving the design of at-grade pedestrian crossings to enhance pedestrian visibility for drivers;
– introducing the possibility of designing small-diameter roundabouts, turbo roundabouts, and similar solutions.
An excellent introduction to A. Bezuglyi’s presentation was the screening of the short film “Save Me” by Ukrainian director Marina Dubrovina, which won the Grand Prix at the Global Road Safety Film Festival 2022.

Following the presentation by the Director of the State Enterprise “DerzhdorNDI,” the Working Party on Road Transport (SC.1) of the United Nations Economic Commission for Europe decided to establish a dedicated group of experts on best practices in road infrastructure.
The session also presented the results of the Trans-European North-South Motorway (TEM) Project, which reviewed current road infrastructure safety management practices in TEM member countries and across the UNECE region.
