ROUND TABLE OF RoAD CLUB MEETING
Yesterday, Representatives of the Road Services, road building companies and the experts attended the Road Club meeting.
At several round tables a number of important topics for industry, in particular, the tender purchases process was discussed.
A year ago, customers and tenderers faced the fact that the major part of tender trades on Prozorro was broken down by so-called unscrupulous companies. Companies with doubtful origin blocked tenders through the appeal mechanism at the Antimonopoly Committee. According to Oleg Varivoda, Head of the Road Service in Odesa region, generally, due to the activities of such companies in 2018, the tenders on the amount of nearly 10 billion UAH were canceled.
As noted Artem Bezuglyi, Acting Director of "DerzhdorNDI" SE, most complaints to the AMCU during last year concerned the distance of transportation of asphalt mixture from the asphalt plant to the repair facility. Therefore, the "DerzhdorNDI" SE has developed amendments to the existing State Building Standards which will be implemented for the construction season of 2019.
"I hope very much that the updated state building standards will come into force during three months. The distance from the asphalt plant to the road facility will be clearly regulated depending of the type of pavement. The maximum allowable distance will be 150 kilometers. The time of delivery of asphalt mix will be also regulated- not more than three hours",- said Artem Bezuglyi.
He also added that the specialists of "DerzhdorNDI" SE with the support of the Ministry of Economy have been developing the Guidelines that will help for tender customers preparing the justified and objective tender documentation for road work. In particular, it is necessary to specify non-price criteria during the tender.
Participants of the round table remained convinced that the implementation of clear standards will not allow breaking down the tenders for road rehabilitation and will facilitate work for both contractors and the state structures.
