IMPLEMENTING AMERICAN STANDARDS

The Director of the State Enterprise “DerzhdorNDI”, Artem Bezuglyi, made a working visit to the United States to study and further implement in Ukraine the best American practices for the construction of cement concrete pavements on highways.

In Ukraine, we will implement American standards, rules, and specifications for the construction of cement concrete pavements on highways and use the valuable information provided by our American partner colleagues in practical work.

Among the most interesting findings from meetings with representatives of the Illinois Department of Transportation and during the visit to the production facilities of the largest supplier of cement concrete mix in the United States, the company “Ozinga”, were:

– each state has its own standards, norms, and technical specifications, which generally depend on climatic, hydrological, and other local conditions (in total, there are more than 50 different documents in the USA);
– most of the quality control responsibility is placed on contractors and material producers, who, using modern information systems, ensure transparent input and operational quality control;
– the client, represented by the State Department of Transportation, carries out quality control monitoring in an amount of at least 20% of the total testing scope, and for certain works engages private laboratories on a competitive basis using non-price criteria only;
– producers of cement concrete mixtures pay significant attention to logistics, actively using inland waterways to transport raw materials in order to reduce road load and lower production costs.

It is important that we are currently taking a significant step toward improving Ukraine’s regulatory framework for cement concrete technologies, taking into account American standards.
