Modern technologies for the maintenance of highways during the winter period
On 22–23 October 2019, a scientific and practical seminar “Modern technologies for the maintenance of highways during the winter period” was held in Zaporizhzhia.
Specialists in road maintenance from all over Ukraine proposed the following:
- Regulate at the legislative level the issue of concluding medium-term contracts for the maintenance of highways.
- Revise the financial expenditure standards for road maintenance.
- Improve qualification requirements for companies that may perform road maintenance (introducing categorization of road companies, giving preference to organizations that employ local labor and use their own equipment).
- Improve the pricing system by abolishing the resource method in forming contract prices and transitioning to fixed contract prices with risk compensation under budget financing: fixing the unit price of works and the total contract value, and simplifying documentation formats.
- Pay greater attention to preventive winter maintenance measures, including snow protection works and pre-treatment of road surfaces with anti-icing materials, such as brines and pre-wetted salt.
- Intensify the implementation of information technologies for winter road maintenance by expanding the network of road weather stations and developing specialized software.
- Promote scientific research aimed at determining rational concentrations of existing anti-icing materials and developing new ones.
