Strategy of reforming of infrastructure project cycle management in Ukraine for 2019-2023

Today Artem Bezuglyi, Director of "DerzhdorNDI" State Enterprise took part  in the discussion of the Strategy of reforming of infrastructure project cycle management in Ukraine for 2019-2023  at the EU Representative office in Ukraine.

First one document combines key postulates of infrastructure projects planning and implementing.  

We have to understand clearly that development of road infrastructure is possible under following key conditions:

1. Introduction of a clear system of long-term planning (at least three years) in accordance with approved average term road development programs and the introduction of moratorium on any changes and adjustments to the list of objects.

2. Full implementation of the Geoinformation System for road state management, which levels subjective intervention in the process of work planning. That is, with its help, on the basis of clear data of roads diagnostics in the automated mode will be determined priority repair areas.  

3. Development of competition on the market of road works through the transition from the post-Soviet system, based on the resource method to the market system of pricing (implementation of fixed contract price)

4. Improvement of legislation of public purchases regarding the possibility of realization of modern forms of contracts "Design & Build" implementation (design and building by the same company) and "Design & Build & Operate" (designs, building and operating by the same company), introduction of non-price criteria, first of all for design works purchasing, works of engineer-consultant, technical supervision; qualification requirement should be introduced - financial capacity, "abnormal low price" the concept, etc.
