PUBLIC PROCUREMENTS WORKSHOP

On June 16-17, 2021 “Procurements in the road industry. Features of road works contract prices formation” scientific and practical workshop organized by “DerzhdorNDI” SE“ with the support of Ukravtodor was held in Lviv, Ukraine.

The event was attended by more than 250 specialists from all over Ukraine, responsible for public procurements and pricing, who participated in the event directly and online.

Undoubtedly, the introduction of the Methodology of the features of procurements in the area of road management has facilitated the work of purchasers.

At the workshop the Tender Methodology feasibility updating was discussed in the following terms:

• extension of the scope of the Methodology for current mid-term repairing and maintenance, as well as to specific works and services (designing, technical supervision, scientific and technical support, consulting engineer services);

• establishing of a clear procedure for use and application of non-price criteria;

• full-scale launch of an open portal of certified products and certified industries;

• regulatory of the application of advanced forms of “Design & Build” contracts.

 

Also a number of important and topical issues were discussed during the event, among which were following:

• innovations in the draft procedure for the application of estimated norms and standards for pricing in determination of construction cost;

• features of procurements by Authorized Person of the Customer;

• appealing against tender procurements procedures and monitoring decisions of the State Audit Office of Ukraine;

• features of procurements under “Design & Build’ scheme;

• procurement of extra works, etc.
