SEMINAR ON COST ESTIMATION

On September 12, in Kyiv, a scientific and practical seminar titled “Cost Estimation in the Construction of Buildings and Structures: Innovations and Practical Cases” was held for cost estimation specialists of the Infrastructure Restoration and Development Services in the regions, acting as Clients.

Focus areas of the main topics of the event:

– features of the pricing system in civil construction using Ukrainian cost estimating standards;
– differences between the pricing system in civil construction and in public road infrastructure;
– practical cases of applying the international measurement system for construction works based on CESMM;
– proposals for improving price monitoring procedures in the Infrastructure Restoration Services;
– procedures for approving contractual prices and concluding contracts.

During the seminar, a number of proposals were presented to improve cost estimating standards, in particular:

– define a mechanism for determining construction costs at all stages of the investment process under “Design & Build” contract models;
– exclude from the aggregated cost indicators provided by Ukrainian cost norms the funds allocated to cover additional expenses related to inflationary processes;
– improve the approach to calculating funds for inflation-related additional costs and risk allowances by using successful practical cases from the Methodology for determining the cost of road works and services;
– introduce the possibility of using price databases with defined requirements and an improved mechanism for determining material resource prices during the preparation of investor cost documentation.

We are sincerely grateful to the lecturers from the Ministry for Communities, Territories and Infrastructure Development of Ukraine, the State Agency for Restoration and Infrastructure Development of Ukraine, the State Enterprise “DerzhdorNDI”, the EU Anti-Corruption Initiative, SE NIIBK, and others for their professional and insightful presentations, as well as to the seminar participants for their active engagement and persistence. Through joint efforts, we can make the pricing system for all construction projects more adequate and transparent for the donors involved in the reconstruction process.
