WORKSHOP ON PRICING. FINAL
Today, the three-day scientific and practical workshop "PRICING REFORM IN ROAD CONSTRUCTION: INNOVATIONS, METHODOLOGICAL ASPECTS AND PRACTICAL CASES", organized by the State Agency for Reconstruction and Development of Infrastructure of Ukraine and "DerzhdorNDI" SE,has finished its work.
A special innovation of the seminar was the interactive work of all its participants (more than 200 specialists from all over Ukraine: customers, contractors, designers and other institutions), who actively participated in voting for proposals and ideas for improving the Methodology for determining the cost of road works and services.
The following proposals received almost unanimous support from the participants:
- To clearly provide in the Methodology provisions for compensation of additional costs associated with inflationary processes exclusively for material resources used in the reporting period;
- To include in the Methodology the requirements for compiling a list of the main material resources used in the calculation of compensation for additional costs related to inflationary processes (in particular, specifying the minimum specific weight of the material, specifying the price without the transportation component);
- Exclude the transportation component from the prices listed in the price database and calculate transportation costs at the stage of preparing investment estimate documentation based on the transportation fee;
- Approve the National Classification of Road Works and Services;
- Provide an opportunity to apply the current resource element estimate norms (REN), if there are no relevant resource expenditure calculations (REC);
- Compensate administrative expenses and profit for additional works and services, the cost of which is covered by risk funds.
