REGIONAL TRAINING ON COST ESTIMATION

The team of the State Enterprise “DerzhdorNDI” conducted another regional training session on August 29 in Sumy on the application of the Rules and Methodology for Determining the Cost of Road Works and Services, as well as the specifics of the international CESMM measurement system.

The reform of the pricing system in road construction has in fact defined a new philosophy in the system of relations between the client and the contractor, where the main focus is now on the scope, quality, timelines of works, and compliance with design documentation. The key innovations in the pricing approach include: a fixed contractual price based on aggregated cost indicators of works, mandatory use of the international CESMM measurement system, and a transparent and clear mechanism for forming a reserve of funds to cover additional costs related to inflationary processes, as well as risk coverage funds for all participants in road works and services.

At the same time, what stands out most is the resilience of specialists who, under the sounds of ongoing shelling in a border territorial community, continue to actively discuss and provide their proposals for improving the Rules and Methodology for determining the cost of road works and services.
