REFORMATION OF PRICING IN ROAD INDUSTRY
Today, a wide range of estimate specialists presented the Draft Methodology for determination of construction, reconstruction, repairing and maintenance of public roads works cost, developed by expert teams from the Ministry of Infrastructure, “DerzhdorNDI” SE, RST Ministry of Infrastructure and UNITE Ukrainian Infrastructure Association.
This Methodology had been designed to meet the requirements of the Law of Ukraine dated 16.11.2021 No. 1881-IX "On Amendments to certain Laws of Ukraine on the transfer of powers on pricing normative regulation in construction of public roads”.
This Methodology involves the following :
• aggregated cost indicators (ACI) at the stage of preparation of investor estimate documentation;
• exclusively fixed contract price for ACI;
• introduction of resource cost calculations instead of REKN;
• information on the volume of work (BOQ) using the new Classifier of road works and services;
• updated methodological approach to the calculation of funds to cover risks and inflation;
• price databases and databases of similar objects and many other innovations.
