SUMMARY OF 2025
Another difficult year for every Ukrainian is coming to an end — the full-scale war with Russian occupiers and terrorists continues.
First and foremost, we THANK our brave and heroic defenders — the servicemen and servicewomen of the Armed Forces of Ukraine, who at the cost of their own health and lives protect each and every one of us.
We THANK all our friends, colleagues, and partners for their support and cooperation, for their hard work and dedication, and for their contribution to preserving scientific potential.
Through joint efforts, we have achieved many results:

We continued to maintain leadership in Ukraine in the inspection of transport structures: in 2025 alone, our team inspected 231 bridges.

For the first time in our 99-year history, we received an unprecedented volume of international technical assistance from the Japan International Cooperation Agency (JICA):
-
2 high-precision monitoring total stations TOPCON MS1AXII;
-
8 GNSS receivers TOPCON HiPer HR;
-
1 set of equipment for dynamic bridge testing with KYOWA EDX-200A-4H recorder;
-
3 digital ultrasonic flaw detectors OLYMPUS EPOCH 650;
-
3 digital electronic levels TOPCON DL-502 with 360-degree prisms ATP2 and 5 m fiberglass leveling rods BGS50;
-
4 electric core drilling rigs Hilti with Matari mobile generators;
-
6 new Toyota vehicles for bridge and road inspections.

We passed the state certification of a scientific institution in the field of scientific (scientific and technical) activity in the engineering and technological area, were assigned to Group B, and ranked 1st according to the consolidated certification assessment of the Ministry of Education and Science of Ukraine among enterprises conducting scientific activities under the Ministry for Communities and Territories Development of Ukraine and the State Agency for Restoration and Infrastructure Development of Ukraine.

We established and ensured the operation of five Expert Councils at our Institute in the following areas:

construction of water supply, wastewater disposal, and treatment systems;
-
restoration and development of road infrastructure;
-
restoration and development of energy infrastructure facilities, renewable energy sources, energy efficiency, and energy saving;
-
restoration and development of residential buildings, social and transport infrastructure;
-
digital development, digital transformation, and digitalization.

We updated construction codes and national standards for highways and bridges, including:
-
DBN V.2.3-22:2025 Bridges and Culverts. Basic Design Requirements (effective from January 1, 2026);
-
DSTU 4092:2024 Road Traffic Safety. Traffic Lights. General Technical Specifications (effective from May 1, 2025);
-
DSTU 8747:2025 Public Roads. Types and Lists of Repair and Maintenance Works (effective from October 1, 2025);
-
DSTU 9332-1, 9332-2, 9332-3:2025 Geographic Information System of Public Roads:
-
Part 1 — Composition, content, and requirements for datasets;
-
Part 2 — Data collection requirements;
-
Part 3 — Display requirements
(effective from December 1, 2025).

We conducted unscheduled road safety inspections at 70 locations, performed road safety audits at three sites, and inspected more than 1,300 km of longitudinal road markings and about 800 transverse marking elements.
2025 became a real breakthrough year for our international activities:
-
active participation in working groups of the World Road Association (PIARC);
-
participation of our specialists in several training programs in Japan, followed by practical demonstrations in Ukraine by Japanese colleagues;
-
organization and active participation in a BIM training, with involvement of British colleagues;
-
for the first time, delivery of training lectures in English at a summer school in Italy;
-
delivery of training lectures within the EMPOWER Ukraine project (3 editions) jointly with British colleagues from the University of Birmingham;
-
participation in professional internships in Italy on bridge monitoring systems;
-
active participation in meetings of the UN Inland Transport Committee, advocating Ukraine’s position internationally;
-
participation in the international conference on digital building permits DBP 2025.
We mastered new areas of activity:
-
geodetic surveying and diagnostics of road conditions with data collection for HDM-4;
-
design of protection for complex landslide areas in Lviv region;
-
development of resource-based cost estimation norms for works on protecting critical infrastructure facilities and constructing metro facilities.

Among the first state-owned enterprises, we submitted information to the State Register of Real Property Rights and successfully registered all real estate assets of the enterprise.

The Product Certification Body of the State Enterprise “National Infrastructure Development Institute” successfully completed accreditation at the National Accreditation Agency of Ukraine, confirming its competence in the field of construction products, textile products, electrical lighting equipment, chemical substances, and chemical products.
We developed professional competencies:
-
organized 7 nationwide scientific and practical events;
-
conducted training and certification of responsible construction professionals;
-
held a scientific marathon with nearly 200 participants for young researchers from across Ukraine, with a traditional publication of conference abstracts;
-
for the first time, organized the video contest “YOU CAN’T REWIND LIFE” within the framework of the 8th UN Global Road Safety Week.
We launched practical digitalization and cybersecurity improvement:
-
purchased and installed a professional FortiGate firewall to control network traffic and protect workstations from unauthorized access;
-
purchased and began installing a modern high-performance server which, together with FortiGate, will enable secure remote work next year with Internet access.
Once again, we proved our ability to work and support the Armed Forces of Ukraine, because in 2025 alone we:
-
paid more than UAH 40 million in taxes to budgets at all levels;
-
allocated UAH 2.8 million for salaries, financial assistance, and incentives for our employees serving in the Armed Forces of Ukraine.
