UPDATING THE REGULATORY FRAMEWORK

For updating the pricing system in the road sector, two draft documents were prepared on the features of compiling information on the scope of works - Methods of road works measuring and Classification of road works.

 

• The method of road works measuring establishes the algorithm for applying the Classification of Road Works during the compilation of information on the scope of work and terms of reference that can be used later in the tender documents. In this case, the name of the work is provided without use of Resource Estimate Norms and without instructions on specific brands of machines / mechanisms / materials.

• Classification of road works is a catalog of reference numbers for each type of working component. Such reference numbers are a simple code to identify work, and coding will be the basis for compiling information on the scope of work.

 

Major improvements expected the following:

 

• standardize the layout and content of Estimates prepared in accordance with the standard method of measurement;

• provide a systematic structure of the positions of the Estimate, which will lead to more uniform position and description of road works;

• review the separation of work on positions to ensure a balanced description of the work cost in the contract;

• considering of new methods in construction, their impact on the work itself and the administration of construction.
