New departmental standards on pricing

The departmental standards on pricing were developed by the specialists of "DerzhdorNDI" SE:

SOU 42.1-37641918-050: 2018  "Highways. Rules for determination of major repairs costs";

SOU 42.1-37641918-085: 2018 "Highways. Rules for determination of current repair and maintenance works costs". These standards came into force 01.01.2019 in accordance with the Order of Ukravtodor № 424 dated 28.12.2018. The updated pricing standards are aimed at  increasing the level of competition in road sector.

Main innovations:

- the method of estimated salary calculation was changed, the essence of which is the right of the customer to independently determine it but at the rate not lower than the average monthly salary in the construction sector (per one employee) for the previous financial year which is published by the statistics central executive authority and increased by the forecasted consumer price index for the current year (average to the previous year);

- for the purposes of major repair costs determination, differentiated indicators of administrative costs and estimated profits were introduced depending on the class of consequences;

- average indicators to determine total production, administrative costs and estimated profit were revised;

- a mechanism for incorporating into the budget documentation of funds for covering expenses related to the execution of works that have unforeseen and unpredictable nature (during maintenance), etc. is provided;

Draw your attention to the fact that the validity of SOU 42.1-37641918-108: 2014 "Rules for determining the cost of bridges repair" expired as of 01.01.2019 and its provisions have been transferred to the above mentioned standards.
