SCIENTIFIC AND PRACTICAL WORKSHOP «PROCUREMENTS IN THE ROAD INDUSTRY. FEATURES OF ROAD WORKS CONTRACTUAL PRICES FORMATION»

The State Road Agency of Ukraine invites to take part in the workshop "Procurements in the road industry. Features of road works contract prices formation" with the participation of leading experts in the area of public procurements which will be organized jointly with "DerzhdorNDI" State Enterprise and will be held on July 24-25, 2019 in Chernihiv.

The meeting will be held in the hotel "Ukraina" conference hall by the address:

Start of work - July 24, 2019 at 10:00.

Registration of participants - July 24, 2019 from 9:00 to 10:00.

Representatives of Road Services in the regions, representatives of Regional State Administrations, Regional Road Agencies and their affiliates, contractors and other stakeholders and organizations involved in public procurement, contractual relations and pricing are invited for participation in the workshop.

Provisional list of issues to be considered at the seminar:

• New Methodological Recommendations of Ukravtodor for procedures of procurements of construction works and services for current mid-term repair of highways.

• Particular stages of organization and execution of procurement procedures. Features of public procurements annual plan formation. Procedure of procurement subject determining. Execution of procurements under framework agreements.

• A new classifier of public roads repair and maintenance works.

• Approaches to the preparing of tender documentation: formation of qualification requirements for the participants of the tenders, documentary confirmation of compliance of the participant with the qualification criteria, taking into account the specifics of procurement of repairs and maintenance of roads, content of information about technical, qualitative and quantitative characteristics of the subject of procurement; involvement of subcontractors; criteria and methodology of evaluation; draft agreement.

• Practice of claiming decisions of the customer in the Antimonopoly Committee. Discriminatory evidences of the customer’s requirements.

• Features of road works prices formation. Overview of recent changes in national and industry standard pricing. New procedure of estimated salary calculation. Problematic questions of of road works costs determining.

• Determination of expected costs of public roads maintenance services.

• Conclusion of the procurement contract. Checking the contract price by the results of auction. Problematic issues of contract execution by the results of the procurement procedure. Changing the essential terms of the procurement contract after its signing. Invalidity of the procurement contract.

• Prethreshold procurements. Procurement negotiation procedure. Additional works procurement.

• Features of road construction materials prices monitoring.

All participants will be provided with the required informational and reference materials on the topics of the workshop and, upon its completion, they will be awarded with the personal Certificate of professional development.
