LITHUANIA
This week, Artem Bezuglyi, Director of the State Enterprise “National Institute for Development Infrastructure” together with Deputy Director Bohdan Stasiuk, as part of the delegation of the State Agency for Restoration and Infrastructure Development of Ukraine, took part in a study visit to Lithuania within the framework of the EU4Reconstruction project.
From May 26–29 in Vilnius, we gained detailed insights into Lithuania’s experience in managing public investments and implementing infrastructure projects — from setting strategic goals to contract execution and performance monitoring.
The program was extremely rich and practice-oriented. We had the opportunity to study:
- the system of planning and managing public investments;
- mechanisms of coordination between central government bodies, municipalities, and project offices;
- approaches to preparing and evaluating investment projects, including cost-benefit analysis and risk assessment;
- digital tools for project and public investment portfolio management;
- practices of implementing BIM technologies;
- modern approaches to public procurement, public-private partnerships, and contract performance monitoring.
Of particular interest was the experience of Lithuania’s Central Project Management Agency (CPVA), which plays a key role in supporting investment projects and managing European Union funds. Such institutional solutions are crucial for building an effective system of Ukraine’s recovery.
We sincerely thank our Lithuanian partners, the Central Project Management Agency (CPVA), and the EU4Reconstruction project team for the opportunity to gain valuable practical experience and discuss tools that may be useful for Ukraine’s infrastructure recovery and development.
We are convinced that Ukraine’s successful recovery requires not only financial resources but also effective institutions, transparent procedures, and modern approaches to project management. That is why studying and implementing the best European practices remains one of our key priorities.
