Cost estimating and pricing in the road sector
On 20–21 July 2016, a scientific and practical seminar “Cost estimating and pricing in the road sector” was held in Kharkiv.
The seminar addressed a range of issues, namely:
- Overview of the latest changes in national and sectoral standards for determining the cost of road works.
- New national standards for resource-based unit cost norms for the construction of roads and bridges.
- Procedure for developing and approving Ukrainian organization standards (SOU) on cost estimation, and individual resource-based cost norms (IRECN) in the road sector.
- Changes and specific features of determining the cost of design and survey works in road construction.
- Certification of responsible construction supervisors and the activities of self-regulatory organizations.
- European practice of contractual relations in construction. Preparation of contracts for design, survey, and construction works in accordance with FIDIC standards.
- Application of modern technologies for monitoring current prices in the road construction materials market.
- Scientific and technical support of road works. Practical recommendations for justifying the cost of these works.
- Practical recommendations for determining the cost of independent technical supervision of road works.
- Typical violations identified by regulatory authorities during audits of road work cost estimation accuracy and ways to avoid them.
- Presentation of modern electronic libraries of regulatory documents.
- Modern tools for determining the cost of road works – software systems with advanced functionality.
- Methodological principles for preparing state investment projects.
The participants of the scientific and practical seminar, based on the presentations, reviewed materials, and discussions, adopted a resolution.
