Financial planning in the road sector
On 21 March 2019, a scientific and practical seminar “Financial planning in the road sector” was held in Kyiv.
At the seminar, for what was likely the first time in the past 15 years, financial specialists of the road sector from all over Ukraine gathered together.
During the event, a number of proposals were put forward, the main ones being: to consider the transition to medium-term (3-year budget) planning of the list of projects with a moratorium on changes; to develop the necessary package of legislative and regulatory initiatives in connection with the introduction of a new work classification from 2020; to accelerate amendments to the methodology of the Ministry of Infrastructure of Ukraine and the Ministry of Finance regarding maintenance expenditure standards; to apply modern information systems (in particular, the information and analytical system for monitoring public revenues and expenditures); to promote the implementation of GIS in the road sector, etc.
