EU4Reconstruction
From May 26 to 29, 2026, the Director of SE “National Institute for Development Infrastructure,” Artem Bezuglyi, together with Deputy Director Bohdan Stasiuk, as part of the delegation of the State Agency for Restoration and Infrastructure Development of Ukraine, took part in a study visit to Lithuania held within the EU4Reconstruction project.
During the week in Vilnius, we gained in-depth insight into Lithuania’s experience in managing public investments and implementing infrastructure projects — from setting strategic objectives to contract execution and performance monitoring.
The program was highly intensive and practice-oriented. We had the opportunity to study:
– the system of planning and management of public investments;
– coordination mechanisms between central government bodies, municipalities, and project offices;
– approaches to project preparation and appraisal, including cost-benefit analysis and risk assessment;
– digital tools for project management and public investment portfolio administration;
– BIM implementation practices;
– modern approaches to public procurement, public–private partnerships, and contract performance monitoring.
Of particular interest was the experience of the Central Project Management Agency of Lithuania (CPVA), which plays a key role in supporting investment projects and managing European Union funds. Such institutional solutions are essential for building an effective reconstruction system for Ukraine.
We sincerely thank our Lithuanian partners, the Central Project Management Agency (CPVA), and the EU4Reconstruction project team for the opportunity to gain valuable practical experience and discuss tools that can support Ukraine’s infrastructure recovery and development.
We are convinced that successful reconstruction of Ukraine requires not only financial resources, but also effective institutions, transparent procedures, and modern project management approaches. That is why studying and implementing the best European practices remains one of our key priorities.
