DSTU for GIS
The team of the SE "National Institute for Infrastructure Development" continues to actively work on improving Ukraine’s regulatory framework in the field of digitalization and information technologies.
On July 9, 2025, the National Standardization Body issued Order No. 119 on the adoption and entry into force (as of December 1, 2025) of a set of national standards that establish requirements for the Geographic Information System (GIS) of Public Roads, namely:

DSTU 9332-3:2025 Geographic Information System of Public Roads. Part 3. Requirements for visual representation
Information (data) on roads, road structures, roadside service facilities, traffic flows, as well as natural and man-made phenomena is critically important for the planning and execution of works aimed at ensuring the most efficient allocation and use of resources for new construction, reconstruction, repair, and maintenance of roads and road structures.
The DSTU 9332 standard complex represents an important milestone in the development of the methodology for road inventory works and the creation of Digital Twins of public roads.
Please note that as of December 1, 2025, the following Ukrainian Organizational Standards (SOU) will be revoked:

SOU 42.1-37641918-063:2016 Geographic Information System of Roads. Requirements for structure, content, and application

SOU 42.1-37641918-122:2014 Roads. Requirements for the set of works on information support (with Amendment No. 1)
In addition, corresponding amendments will be made to SOU 45.2-37641918-084:2012 Time norms for road inventory works.
Practical aspects of verifying and analyzing geospatial data, created by various government and local authorities, as well as business entities of all forms of ownership, based on a unified geodetic and cartographic framework and harmonized technical regulations, using the acquired experience in data collection on roads, road structures, roadside service facilities, traffic flows, natural and man-made phenomena, and establishing requirements for data visualization, can be found in the publications of the scientific journal "Roads and Bridges."
