ROADS OF THE FUTURE

Artem Bezuglyi, Director of “DerzhdorNDI” SE moderated today “Drivers of large construction”, “Quality of construction - reliability of roads” and “Innovations in the road industry” discussion panels at “ROADS OF THE FUTURE” International Congress and presented tools and algorithms.

Certainly such high rates of road construction are impossible without innovations, the introduction of which is always facilitated by “DerzhdorNDI” SE team. Recent legislative and regulatory innovations show that our institution is a real flagship for the implementation of reforms in the road sector.

Last year, with the active professional support of the Institute's specialists, the Tender Methodology was developed, the Program of Roads Development for 21-22 years was updated, the National Bridge Rehabilitation Program and the Cement-Concrete Road Construction Program were prepared.

Yesterday the Ministry of Regional Development approved the Guidelines for determination of construction, designing and surveying works cost, developed by our team and which are essentially revolutionary in the pricing system in construction, as they consider the best world practices. In particular, these documents involve the introduction of a fixed contract price for aggregated indicators of the works cost, allowing use of internationally recognized forms of reporting on works performed in the facilities construction for budget funds and generate a statement of work on international measurement systems such as CESMM4.

Amendment No. 2 to DBN-4 will come into force from next year, in particular:

 

• pedestrian crossings at different levels on roads of II category with intensive (during rush hour more than 200 pedestrian / hour) pedestrian traffic;

• stationary lighting on international roads of I category with intensity more than 30 thousand vehicles / day;

• restriction to arrange the left turns with a total long-term traffic intensity of more than 20 thousand vehicles / day;

• use of requirements for the planning and design of cycling infrastructure, as well as ensuring the accessibility of persons with disabilities and other low-mobility groups;

• the requirements for the minimum thickness of non-rigid pavement layers have been updated.
