DBP 2025 (Digital Building Permits)
Olena Bondar, Adviser to the Director for International Affairs of the State Enterprise “National Institute for Infrastructure Development,” member of the EU BIM Task Group, and leading expert on the implementation of BIM methodology in Ukraine, as part of the delegation of the State Agency for Restoration and Infrastructure Development of Ukraine, took part in the International Conference on Digital Building Permits DBP 2025, held on December 2–4, 2025, in Vienna (Republic of Austria).
The main objective of the conference was to discuss modern approaches to the digitalization of building permit issuance processes, the application of BIM technologies, automated checks of design documentation, as well as the development of unified approaches to regulatory and legal frameworks in the construction sector.
The DBP 2025 event brought together more than 200 participants from over 30 countries worldwide, including representatives of public authorities, municipalities, research institutions, professional associations, and IT companies.
The key thematic areas of the conference included:

digital models for building permit issuance;

the use of BIM and GeoBIM for automated compliance checks;

integration of regulatory requirements into digital platforms;

international standards and ensuring interoperability of information systems.
The outcomes and international experience gained during the conference will be used by the State Enterprise “NIDI,” in cooperation with relevant public authorities, to prepare methodological guidelines and regulatory proposals aimed at implementing BIM methodology and digital procedures in the construction sector in Ukraine.
