THE ALGORITHM OF INTRODUCTION OF NEW MATERIALS AND TECHNOLOGIES IN THE ROAD INDUSTRY

During the implementing of the National program “Big Construction" tasks, the main priority is the introduction of innovations that ensure high quality and durability of road and bridge structures.
In order to provide these conditions, “DerzhdorNDI” SE as the main research organization in the road industry together with Ukravtodor, performs the following measures for introduction of modern materials and technologies:
• conferences and workshops are organized and conducted with the participation of eminent scientists and researchers;
• working meetings with road industry management and new material suppliers are held;
• the practice of public discussions of key regulatory documents was introduced;
• the online portal for new materials and technologies is being developed;
• scientific and technical support of the main road-building objects of the country is carried out;
• the regulatory base is actively updated, etc.
For better understanding, we present an algorithm for the introduction of new materials and technologies in the road industry that consists of five consecutive steps.
1. ANALYSIS OF THE ISSUE
At the first stage, the technical proposals from companies-manufacturers or suppliers are considered as well as analysis of scientific and technical literature of domestic and foreign authors and regulatory documents is carried out. On the basis of the analysis, a report is prepared with explaining of feasibility of use and the specific conditions in which such materials or technologies may be used.
“DerzhdorNDI” SE has 88 researchers, 26 of them are postgraduate students, 15 PhD and 3 -Doctors of Sciences. Such human resources make it possible to perform top-level researches.
2. LABORATORY RESEARCHES
At the second stage, the verification of characteristics declared by supplier is performed by carrying out the laboratory tests using modern equipment and devices certified by the National Agency for Accreditation of Ukraine. With the use of certified equipment, the reliable results can be obtained in the shortest terms.
“DerzhdorNDI” SE has the Main Testing Center accredited by NAAU for performing of a wide range of materials testing and measuring of process characteristics.  
3. CONCLUSIONS, RECOMMENDATIONS
On the basis of a literature analysis and laboratory researches, expert conclusions are developed regarding the possibility of use of certain material or technology during performing of works on the roads and specific practical recommendations for their application.
“DerzhdorNDI” SE, having a significant staff, modern accredited equipment and tremendous experience, is able to prepare expert conclusions on the basis of previously performed researches and tests.
4. RESEARCH IMPLEMENTATION
The next mandatory step is performing of pilot implementation in the field conditions for determination of the requirements for technological operations and further monitoring of the material processing with determination of riding qualities of the road .
“DerzhdorNDI” SE as a coordinator of the State Target Economic Program of Roads Development , having tight contact with all regional Road Services and Ukravtodor, can provide the recommendations regarding experimental road sections for research implementation.
5. REGULATORY DOCUMENT
On the basis of a full range of innovative material researches, namely: laboratory and field tests as well as obtaining of all needed characteristics, it can be initiated the development of normative document or amendments to existing ones.
“DerzhdorNDI” SE   which provides the functioning of Technical Committee 307 “Roads and Transport Facilities” secretariat as well as the Ukravtodor Regulatory Documents Fund, can provide preparing and approval of high-quality construction norms, standards or documents of higher level.
