Today, by the invitation of the Association of Estimated Software Developers and Distributors, PK-3 and PK-5 TK-311 “Pricing and Estimation in Construction” Artem Bezuglyi , Director of “DerzhdorNDI” SE and Yulia Bibyk, Head of the Department of Economic Research and Determination of Cost of Road Works took part in the discussion of draft new documents of the Ministry of Regional Development on the procedure for determination of construction, designing and engineering works cost.

The advantages of documents and positions that should be considered to minimize all possible risks were discussed in the professional expert community. The most important innovation of the Procedure is the ability to form the proposal price of the participant of the procurement procedure and the contract price using aggregated indicators of works cost, the scope and types of which are involved by the approved design documentation. The aggregated indicators of the works cost include indicators per unit of the certain type of work, which include following:

• salary of construction workers,

• salary of workers employed in the maintenance of machines,

• machines operating cost,

• materials cost,

• general production and administrative costs,

• funds for other works and expenses,

• funds for inflation,

• estimated profit

It is important that during making settlements for performed work, the new document makes it possible to use forms that are successfully used at facilities that are funded by MFIs.

Approval by Ministry of Regional Development of Ukraine of the procedures for determination of construction, designing and engineering work cost will facilitate the following:

• increasing competition in the construction market by attracting of new players;

• a serious impetus to the introduction of innovations;

• simplification of documentation forms and reducing the number of documents.
